SAN DIEGO (KUSI) – Construction upgrades to a 14-mile stretch of fencing along the U.S.-Mexico Border began today, Customs and Border Protection confirmed. The project area begins roughly one half-mile from the Pacific Ocean and extends eastward to the base of Otay Mountain.“One of Border Patrol’s top priority projects,” according to CBP, it is the third to begin this year as part of the Trump administration’s proposed “border wall.” Other projects are underway in Calexico and New Mexico, where two-mile and 20-mile stretches of border, respectively, are being upgraded.“Under this president’s leadership, we have a renewed commitment to secure our border,” said Ronald Vitiello, CBP acting deputy commissioner.“The new primary wall-project represents an important milestone in our work to secure the international border.” In San Diego, construction crews will install 18- to 30-foot bollards topped with a steel anti-climbing plate. Bollards are sturdy poles too closely set for people to pass through.The poles will replace eight- to 10-foot tall scraps of corrugated Vietnam War-era metal installed at the border during the 1990s to prevent pedestrian and vehicles crossings. SAN DIEGO (KUSI) — Extreme heat and high surf in San Diego could cause potentially dangerous conditions at the beach and throughout the region this week, the National Weather Service reported.A large area of high pressure was predicted to build over the southwestern United States beginning Thursday, and mild temperatures mid-week will give way to soaring ones by Friday, prompting the NWS to issue an excessive heat warning for a large swath of Southern California from 11 a.m. Friday to midnight Sunday morning.Daytime temperatures will be in the upper 100s in inland San Diego County, rising to 107 in Escondido and 108 in El Cajon on Friday, the NWS predicted. Ramona was expected to see weather as hot as 110 degrees. Borrego Springs could see the mercury top 114 degrees.The coast will be a little more bearable, with temperatures predicted to be in the upper 70s to low 80s from Oceanside to Imperial Beach.Meanwhile, high surf from Hurricane Fabio, currently about 700 miles southwest of the southern tip of Baja California, was expected to create strong rip currents and hazardous swimming conditions.The NWS placed San Diego County beaches under a high surf advisory, set to go into effect at 6 p.m. Wednesday night and last until 9 p.m. Friday.Surf levels of 7-9 feet and as high as 12 feet will be possible in Orange and northern San Diego counties, forecasters said. The American Soybean Association was one of 34 agricultural organizations to sign a letter to leaders of the U.S. House of Representatives in support of maintaining and making permanent the Section 179 expensing at the $500,000 level. The letter calls on Congress to restore the maximum amount of expensing under Section 179 to $500,000 as it was previously set for 2014. The letter states, “We are concerned that the failure to make permanent Section 179 expensing will place additional burdens on farm and ranch families who are asset-rich and cashpoor and already face an unpredictable tax code that encourages the breakup of multigenerational farm and ranch operations.”The House is expected to pass a bill this week making the $500,000 Section 179 expensing level permanent, rather than a temporary provision that requires annual extension. The House passed a similar bill in 2014, but the provision was ultimately only extended for 2014. A similar outcome is more likely this year. The Senate indicated its desire to address comprehensive tax reform instead of piece-meal bills relating to tax provisions. However, the prospects for comprehensive tax reform are limited given the differences between Congress and the White House.
WASHOUGAL — A standing-room crowd of about 50 people with strong opinions on Arizona’s law targeting illegal aliens turned out for Monday night’s Washougal City Council meeting.The unusual attendance at what otherwise was a routine meeting came in response to a July 6 resolution passed 5-2 by the council to encourage Washington’s Legislature to adopt a law similar to Arizona’s.In addition to public comments, the gathering heard an apology by Mayor Sean Guard for not having read the Arizona law before the July 6 resolution passed and comments from council members about their July 6 action.Prior to public comment, the mayor announced the enforcement of rules that allow two people to speak on each side of an issue for three minutes each, adding that the comments must be relevant to city business and not directed at individuals.Three spoke on each side of the issue, followed by the mayor’s apology and councilors’ comments.Councilman Jon Russell voiced his displeasure with the rules set forth for public comment, saying it was the first time he’d seen them in use. Russell asked that more comments be allowed because of the number in attendance, but the mayor declined. Russell sponsored the July 6 resolution and is running as a Republican to be a state representative for the 18th District.
Just a couple of days to go, and we will be in the month of April. We are still waiting for our first 70-degree day, and we might have to wait a few weeks for that milestone at the rate we are going.The weather outlook for the majority of those that have spring break next week is continued clouds and dampness, although we might be subject to April shower syndrome, so we might see some sun breaks, as well.Thursday,March 29, will be quite stormy, especially along the coast, with high winds and a lot of rain. Locally, we should expect a breezy day and maybe an inch of rain by Friday night.An upcoming weather meeting in April might be of interest to many. The Oregon Chapter of the American Meteorological Society will co-host, with Sigma Xi Columbia-Willamette Chapter, a two-hour meeting at Portland State University with Oregon climatologist Phil Mote. The meeting, officially titled “The Scientific Case for Human Influence on Global Climate: What We Learn From Analyzing All The Evidence,” will explore humans’ role in global climate change. The meeting is from 7 to 9 p.m. Tuesday, April 10 and open to the public.Andreas Schmittner, Oregon State University professor of oceanic and atmospheric sciences, and Christina Hulbe, professor of geology at Portland State University will join Mote as speakers.
